The company was founded in 1989 when it began offering cold milling services in the Southern California market. Over the years, it has evolved into a general engineering subcontractor specializing in cold milling, soil stabilization, roller compacted concrete, and cold-in-place asphalt recycling, serving California and Nevada, with a presence in Utah, Oregon, and Washington.
In 1990 Pavement Recycling Systems became employee-owned when they implemented an Employee Stock Ownership Plan (ESOP).
